I have no clue how to fix this. I reformatted and imaged it. I change the permissions through putty but that did not work.

Have you tried the following: using a different computer, making sure the password for "admin" is "" (nothing), making sure you disabled antivirus/firewall/everything that monitors internet traffic at all?
