Are pool noodles or bumper material spare parts?

In terms of the 30lbs withholding limit, no.

Sorry i should have specified better. Only the fabric and noodles.

If its plain fabric and noodles it would be a COTS part, and if assembled them a Bumper, both being exempt.

I would assume(though that is dangerous) that intermediate stages would also be exempt.

I mean, wouldn't the intermediate stage just be a not-complete bumper?

And also assuming that you're actually using these parts for bumpers. A pool noodle pre-cut to (for example) 42" that you're going to use as a boulder blocker is part of the robot, not the bumper, and is NOT an exempt part.
