pyfrc 2016.2.4 released: testing speedups

Should result in a large speedup for the basic pyfrc tests... changed operator control testing from 120 'seconds' to 15 'seconds'. Not the most ideal fix, but I don't think running the operator control code repetitively is testing all that much anyways. :)
