penalty after the buzzer?
 
Can a penalty be called after the buzzer in the 5 seconds where they let the field settle.

Say we had a mechanism that once we are disabled falls down and out side the 15 inch max extension will/can the refs call a penalty on it?

I think the answer is yes but i do not know for sure.

Yes, the refs do call a penalty for a mechanism exiting the 15 inch frame perimeter after the end of the match. In fact, we got a foul (5 pts) for this in our tie breaker semifinal match, causing us to lose by 4 points rather than winning by 1.

I would tend to say yes--the second time. The first time would probably result in a discussion with the Head Ref (or one of the zebras telling you on behalf of the Head Ref) about how you need to fix that.
