Velcro On Ropes?

I've looked over the rules quite a bit and don't see anything that specifically prohibits using velcro on the ropes. However, I want to be sure before I get into a serious design. Thanks in advance for your help. :)

Please look for threads on existing topics before making new ones. It's still active, too.

There seems to be some debate. The answer will probably come out of the Q&A, which opens tomorrow.
