Fix to error in updating JNET Framework
 

In case anyone runs into this issue, I was installing the FRC updates on a computer running windows 8 and I repeatedly received an error when JNET Framework tried to update - "Another installation is already in progress", and the update would fail. I was able to resolve the problem using the procedure here:
