size constraints
 
Under 8.2 General Robot design R03 it states the constraints for maximum size, including bumpers and all extensions are
a. 36in. by 40in. by 24 in. tall
b. 30in, by 32 in, by 36in tall

By including bumpers in the maximum size that will decreases the allowable frame dimensions by around 7 inches in width and length.
I cannot remember ever including bumpers in maximum dimensions before. Is this something new? The rules do however,exclude the bumpers for the weight of the robot (R04) is this rule correct?:

Yes it is new this year, yes it is correct.

Not only is it new this year, it was re-confirmed in Team Update 1 on Tuesday. You're reading those, right?
