no WPILib Java Deploy option

We have one project that we can deploy, another that we do not get the WPILib Java Deploy when trying run as

Both of these laptops have the 2017 suite and the updated WPI plugins.

We did have issues installing the CTRE libraries and had to manually add it to the project that has the issue as an external JAR. Did we break something?

I would say if you can't find it just to reinstall it.
