Parts of the robot can stand up to the outer perimeter or just the inside of the bumper?

Everything must START inside of the bumpers. But after the match starts your robot may expand to occupy the full volume you have chosen.

When starting, everything must be inside the bumpers and max height.

Just to be picky about it (the way your LRI will do), everything must be inside the frame perimeter at the start of each match. Since there can be some small gaps behind parts of the bumper, the frame perimeter and not the bumpers should be used as the datum.

Your Robot Inspector will look for your robot's ability to keep all appendages inside the frame perimeter with the bumpers off, if he is doing a good inspection job!
