Rookie All-star award?

Rookie All-star award
is it only for 1st year teams,
what about second year teams, are they qualified?

Nope. Only 1st year teams.

No, its only for teams in their first year.

However, I believe the rookie awards for the animation extend out to teams doing animations for the first time (just to clarify).
