They aren't excluded from the award forever, just their rookie year. Think of it like having to wait until you're old enough to get a driver's license. The only people who think that's unfair are the ones who are just a little bit too young.
Besides, rookies have enough to worry about without it.

Still, there are a handful of teams with a rookie number that have been around in FIRST, but have had to re-number due to some situation beyond their control. Should these teams have to wait a year because their former sponsor dropped them or whatever the reason before they can compete in the chairmans award competition again? I think not. And to be fair you have to let all of the rookies do it if that "Veteran rookie" team is allowed.
I still say let them do it if they want to, but don't make them turn it into a priority. The Chairmans Award is a big thing to be getting involved in, but if the team has few kids that don't want to be building a robot, its something for them to do. Also it could help in recruiting more kids and a variety of interests to a team. I know, this is all easier said then done.
Finally, if FIRST recommends the rookie team to do an entry anyway, like the email says(even though they can't compete) let them submit it. They will be more likely to do it then.
