Chief Delphi - [OCCRA]: Rule GR4.1 improvement

Rule G4 point #1 states: Human players may place a maximum of 2 of their 4 tubies on their own robot. They may not place tube assemblies on any other robots including their alliance. Placement on the robot is not required.

Please expand #1 to include the following refinement:
A Human Player may NOT touch any robot in any way including their own. They may load the tubies (2) on their own robot but may not touch the robot in the process.
Using the tubies as an extension of their hand to move parts on their robot is also not allowed. This is a safety concern.

Incidental contact may be overlooked by the refs, but that is not guaranteed as it is a clear rule violation.
