if a team would like to go to championships, is the first thing they do register on oct 13th? when will teams be told if theyre going or not?

Teams that prequalify based on the eligibility information found here, will be able to register beginning October 13th. FIRST will then let the main team contact know when more spots are opened up based on the tier system (also explained at the above link). This is the way FIRST handled it last year.
