Back to using PHP Nuke, I think its ok to be eligible for the website award. Look, if a team can not design their own website, then they might as well use something like PHP Nuke. Something is better than nothing, granted that it doesn't take much to learn HTML. Who are we to decide what the situation of a certain team is? How do we know how many kids are dedicated and how much time they have to devote to their website? If they win the website award, they sure must have made it look good/done something right/it must be better than other websites that entered for the award.

Exactly! Even for people like me that know HTML, JavaScript, PHP, etc., it is just a lot less time consuming to have all the features of a CMS made and ready to use, than to make them by myself. But like i said before, even while using a CMS....... it takes a lot of time to modify and manage the site.
