Can we use it on the OD of a bearing instead of pressing in the bearing?

Dave,

Yes you can. As Paul said, it will take some heat to get it back out so make sure it is positioned properly before the glue sets.

If you are still worried about the depth of the 1/8" keyway, and are not concerned about the strenth of the shaft, you could put the 3/32" keyway in twice 180 degrees apart.
