http://dictionary.reference.com/browse/arms defines arms as in to equip with weapons so unless you weapons to your torso then you don't have arms attached to your torso

French is a reletive term based on dialect, so you may speak only a little bit of a dialect you were taught, but not nessessarily a little bit of French as a whole.
