False, counterexample:
Technically, only an infinitely smalle edge is surrounded by water, so most of it is surrounded by land. Being that the part of the land that is surrounded by water is incredibly small compared to the land that is surrounded by land, it is infinitely small and is therefore ingorable. Thus, Australia is not surrounded by water.
