Hauppage TV tuner cards and video capture cards work as well.

I'm not sure about MPEG2 encoding cards not working - but if thats true watch out for any of the PVR series Hauppague's, as most (if not all) of them do onboard MPEG2 encoding.

A couple of megabits won't handle many viewers at all. See my table above.

at 150kbps a 5mbps line would do 33 or so users, and if dropped to say 120k will do approximately 41. I wasn't saying that I would do it with sending to 200 people just that my server could easily handle that many people accessing it. At one time with about 10 people accessing it and downloading files it barely used 5% of processor usage with me logged in remotely. so 200 people would possibly max it out, but not too likely.

If I had the funds and able to make a deal with my ISP for those 2 months I could possibly get it throttled up to 5mb or higher. I have done lots of deals with them with my connection and they have terms in my contract to allow increasing the speed. I will look into this for a possability if poeple want to send to my server from a regional. This is just a thought, not a guarantee. I will do my best.
