Check out http://www.hobartwelders.com/mboard/ for advice on welders and processes. Suggestions:

A "B" grade reconditioned Hobart 175 MIG at www.toolking.com - $400 for the welder only.

A Lincoln SP175 Plus Mig at www.weldingsupply.com. $705 for the welder.

A MillerMatic MM210 MIG

Thermal Arc 185 TSW TIG unit

The latter two get much pricier.
