When are you considered a rookie entry?

When are you considered a rookie entry? Autodesk tells us that you are considered a rookie if you have never submitted an animation before. However, although my team has never submitted an actual animation, last year they submitted the paperwork and storyboard. Any guesses on whether we are considered rookies or not?

I think you should be liable for a rookie entry.

Turns out they had submitted an animation 4 years ago (and nobody told me about it) which was DQ'ed, so I suppose that takes away our rookie status... Oh well.
