What partnership are they talking about? between team mates or between team and sponsors or what?

We've always taken it to be the partnership between the team and the sponsors, the extra distance the sponsors go to help us out in the inspiration process.

For Chairman's, there's another question on the executive summary that asks how FIRST affects the team - I think that's more where you would talk about partnership between teammates.

Describe whatever partnerships you feel would reflect positively upon your team.

If you read the Awards section of the manual, it talks about this.
Section 9.2.3.1. #5. Partnership can be defined in many ways.

Many people write about their partnership between the team and their sponsors for this part. Community activities and impact can be discussed under any of #1-4 because it can apply to all. The team member partnerships within itself can be discussed under mainly #1. So, the best place to talk about the strength of team and sponsor partnership is #5.

But, you can do whatever you like. As it says, there is no "right" way to write up or win this award.

In this section we use the things that your sponsor does or could do to add to the success of your team. Such as

1. Offer internships for our students
2. Participate in Critical Design Reviews
3. Offer classes in the summer
4. Financially give to the team (Don't publish how much without sponsors permission)
5. In-kind gifts such as materials, engineers, advice.
6. Letting you do a demo at their facility
7. Publish stories about your team in their company publications
8. Let engineers attend events
9. Let you wear company shirts at competition
10. Participate in fund raisers
11. Sponsor students to go to engineering camps

These are just some ideas of things you could list under this section. there are probably many more.
