Without the "It's," your sentence isn't a complete sentence, it is a fragment or clause. It's is one word. Actually tic-tac-toe is one word also. So you could say...

"It's robots playing frenzied three-dimensional tic-tac-toe."

and a word counter (such as in Microsoft Word) would say that was 6 words. :D
