Safty Animation Question
 
There is some confusion with in our team surrounding what modeling program is legal to use for the animation. We are wanting to know if Maya is legal to use rather then 3ds Max.

Ok, I do see your point, looking at the latest rules for this year's safety animation competition it says nothing about what program to use. However, looking at last year's animation rules it says

So I would not take the chance in being disqualified just because you used a different program, my best advice is to use 3ds Max. It would be helpful to ask for a clarification if you want some the offical ruling, but your probably gonna be told to use 3ds Max, I don't think FIRST has ever been involved with Maya in competition.

Autodesk also didn't own Maya before... so who knows. Maybe something changed?

Thats a good point. Now that Autodesk owns Maya maybe they will allow you to use 3Ds Max or Maya.
