Shouldn't guaranteed points like that be illegal? Can you win both rookie all star and rookie inspiration at the same regional?

There are actually 3 rookies at FLR.
424 and 1728 are technically rookie teams who either were formerly affiliated with an establsihed team (1728 with 1567) or are offshoots of a veteran team (424 of 340). There's no garunatee of them winning anything.
Now my pick of 1991 at BAE (who was comming to FLR but changed over to BAE at the last minute) is a cheap atempt to get points from both me and I think them as well (I don't blame them. I'd go for the low hanging fruit too if I wanted to go to the championship. They did nothing wrong and I see nothing wrong with picking a single rookie at a regional).

I am not positive but I remember hearing that in the circumstances where there are less then 3 rookie teams at the regional FIRST is not required to give out all of the rookie awards.

True that they may be essentially rookies, but the reason they don't have rookie numbers is so that they don't qualify for rookie awards.

IMO there should only be one rookie award given out if there is only 1 team. Highest rookie seed should disappear, because they could be dead last and still get it. And then the judges should choose which award (RAS or RI) fits them best.

I was under the assumption that 424 and 1728 were able to qualify for rookie awards. SO does that mean they can instead put in for the Chairman's award?

yes they can.

just on a side note, think of the reasoning behind this. 424 is and offshoot of 340 (2 time chairman's award winner) and works in the same room and do all of the same community service activities. Heck, they even share a website. How would it be fair to let them compete against a true rookie for RAS?

The FIRST website lists 424's rookie year as 2000 and 1728 as 2006, which I believe is the same data they use for determining eligibility for rookie awards.
