All the requirements are described pretty clearly in section 8 of the manual.

More specifically, the bumper specifications are described in rule <R37> on page 14 of this document.

You have to have 2.5" diameter pool tubes, 3/4 inch plywood, Heavy Duty Nylon Fabric, and hardware. the hardware can't go past and inch away from your robot. The bumpers can not be longer than your robot dimensions and only can be 5 inches tall. They have to be 2.5 inches off of the ground when they are on your robot. And if i remember correctly it says that it has to be fastened with a bolt and fastener system.

Bilal,
The suggested method is contained in the robot section of the rulebook. If you build your bumpers using the drawings and materials listed then your bumpers can be weighed separately from the robot. You may use you own design for fastening to the robot but make sure they are secure and easily removed for inspection and weighing. Large assemblies for mounting must be part of the robot frame and are subject to the weight limits for the class you enter. The aluminum angles are not reguired but recommended if you cannot firmly attach the fabric to the backing board. Total weight for all bumpers cannot exceed 15 pounds. Please read R37 carefully to insure compliance.

There is also a QandA that says that the bolt may be oriented so that
it comes through the board into the robot, with the nut on the back side
of the mounting hole in the robot, provided that proper height specifications
for the head of the bolt are met. This facilitates mounting.
