[FF]: 2008 Season Long FF!

Getting the ball rolling early on this one?
Why you ask?
Well there are going to be some major changes this year.
I basically have combined the season long league with the championship league. This will be the ONLY FF league I will be doing this season (I'll participate in stand alone leagues but I won't run them)

Here's how this one works(please read this thouroughly and think about it for a moment before you decide to join up):

• 80 member limit
• Season long cumulative standings
• All 41 regionals will be drafted
• The regional drafts will occur in December after sign up for the regionals close (This is the only time I could think of a s a reasonable time for busy students and mentors to take the time to do so many drafts with build season around the corner. Besides which the first couple of weeks are a crapshoot anyways)
• If there is not enough teams to pick for the entire league then the draft will be split evenly into tiers
• Trading can only occur between participants in the same tier(There is no way anyone is ending up with an all 1114 alliance! Not on my watch!)
• If a member misses their picks for the draft their teams will be picked via randomizer
• Players can choose to do drafts via randomizer
• Trading for regionals can occur up to the day before the regional. All trades must be approved by the commissioner (me).
• NO TRADING REAL WORLD ITEMS FOR TEAMS! A
• All trades have to be even (1 for 1, 2 for 2 or 3 for 3)
• At the end of the regional season the standings will determine drafting position for the championship draft. The championship draft will occur the weekend after the divisions have been released.
• If players miss their pick for the championship draft they will be assigned a ranked team from 100 and go back from there.
• There will be 4 team alliances for the championship.
• Winner of the league receives a custom signed t-shirt and a trophy.

This leaves me with a few questions:

1) How can you draft regionals with 80 participants when only Greater Toronto and Florida have any prayer of having that many teams?
2) Who sets the tiers, and how?

You just answered the first question with the second question.
Tierd leagues.
The tiers will be set up by when they join up and split from there.
I know it may not be exactly fair but it's the best we can go with so far.
