Perfectly legal, but also incredibly hard. Check it out:

Also, if the ball pops and the judges deem that you are intentionally damaging the scoring objects, they might penalize you.

Your question is slightly confusing but I will do my best to answer. You can shoot the ball over the overpass, which is called hurdling, and gives you 8 points I believe. You cannot, however, physically shoot the ball through the sections of the overpass, as they are not wide enough.

As far as I can tell that would be legal, just impossible. The ball is 40 inches in diameter, the space between the bars on the Overpass is only ~30 inches. You might or might not be able to get the 8 points from doing this. If you can manage such a feat I will be very impressed. If you come up with a way to do that without destroying the ball let me know, I would love to be part of patenting such an invention. If you mean are you allowed to shoot the ball over the overpass, I haven't seen anything saying that you cannot.

agreed with this person go right ahead and do it, there's nothing in the rules saying you can't do that, but! It will be hard because of the size of the ball

I thought he means if he can poke the ball from under at the beginning of the game.
If so, it's legal.

That is a very nice picture, but I think you might want to allow for some effects of that pesky gravity and assume that the ball might be flattened a little while on the ground...

Models are great but validate them with some measurements.
