Are encoders permitted in this year's season? If so where can we order them?

they are permitted one place to look for encoders is digikey.com

As long as they meet the parts usage requirements from section 8 of the manual, you can use them. Try U.S. Digital as well for encoders. Their E4P is particularly convenient for FIRST applications.
