Gear tooth sensor not driving to ground

Hi. We hooked our gear tooth sensor to an USB oscilloscope and while its putting out a square wave, its not driving to ground. It ranges from 3.8 to 3.9 volts when plugged into digital input 1. And yes, digital i/o 1 is set as an input in code. If I unplug it from the robot controller. It puts ranges from ground to around 1.4 volts. Probably because it doesnt have 5V then.
Could the sensor be bad?

as discussed in other topics on the board. . . . It seems like everyone got 1 bad sensor and 1 good sensor this year. All of the bad sensors will read a constant 3.6 volts approx

has anyone carefully examined both the good and bad board and noticed any differences in the circuit traces, components, or whatnot?

and which board is bad, the end one or the middle one (of the four squares we got in one piece that had to be cut apart)?

(our bad one is the end board)

I don't remember which board it was before we snapped it apart. We were in a hurry to put the gearboxes back together. I just discovered now that we can't use last years gear tooth sensors since they were a custom part made for First and are not COTS.
