possibly broken IR

so some members of our team drove the robot around, and when they brought it back down and we turned it on, it was flashing the error LED. now, when we try to reprogram the IR board, the error LED flashes when the the CMD0 light should come back on. Is this a known error? or have we actually broken the IR board?

Our team is experiencing the same problem. There appears to be no cause
