Sure, as long as it conforms to COTS. (And custom circuit rules.)

well its not for first. its for mate- a underwater competition. but we are use the controller and user interface board to control it. i was just wondering how do you program it into the controller?

Anything you do would be custom. The controller has a TTL Serial port on it, so you'd have to adapt from there.
