My best source: GarageBand on Mac OS X. You get a tremendous amount of loops and sound effects to use, swanky software with which to arrange them, and all of it's included with any new Mac. Beat that!

I was introduced to http://frogstar.com/stuff/index.asp back in 8th grade. I haven't really been there lately, but it still looks like they have a bunch of sounds and stuff.

I use the Free Sound Project for projects in school. They have a LOT of sound clips, you just have to register to download.
