Regional qualifying criteria?

I know we'll find out tomorrow, but do we know if regionals are first-come-first-serve, or are there a whole set of criteria like they did for nationals?

Considering that FIRST hasn't released anything to the contrary, I'd think it's safe to say that regionals are still first-come, first-served...
