Underwater Camera?

Okay, is there a way of making the camera appear to be underwater? Probably some way of warping the image to make it 'wavy' would work, or just a way of emulating line of sight underwater.

That tutorial's .zip file with the caustic.jpg image is a broken link. Also, what kind of spot light is he talking about? I can't find a 'Projector' check box anywhere.
