Not a penalty, well, it might be but since that robot wouldn't have passed inspection it is moot.

Does not meet bumper rules, clearly extends outside of 36"x28"x60" box, powered by other source than on board battery, uses illegal motors for locomotion. Do I need to go on?

Well, if that's the human player, there's a few others, mainly breaking the plane. If he touches a robot it's a disable and DQ.
