I think that it would definitely be a fitting memorial, though why not at all of the regional/district events?

No reason, I just figured it would be a good place to start. Who exactly would be the person/people to contact to arrange this sort of thing?

My thoughts would be to contact the people running each event, it's the main sponsors responsibility to set up what is going on at each event from my understanding.
