According to the 2010 Control System Power Distribution Diagram-Rev A, two relay/solenoid breakouts can be used.

I don't find a mention in the Game Manual restricting the number of relay modules/Solenoid Breakouts. However, two specific slots, and only those two, in the cRIO chassis will support them.
