At least by my reading of the rules, having just a covering runs the risk of a penalty if the covering is ripped off. This does not seem to be the case for two sets of bumpers with different colors. So if you get tangled up with another robot and they pull your blue bumper cover off revealing the red, you get a penalty. If you get tangled up and your only bumper cover is ripped, no penalty. So we will build two sets of bumpers.

I agree I think there will be less problems with 2 sets of bumpers. Even though changing bumpers can sometimes be a pain I much like seeing teams with red and blue bumpers much much easier to tell alliances apart.

How about the rule that penalties cannot be "inflicted" by the other alliance? I mean, how else could the covering come off to get a penalty. I suppose in a collision with your own alliance?

Could you point out that rule? I have looked through the Robot and Game rules and didn't find anything like that.

<G13> Causing PENALTIES – The actions of an ALLIANCE shall not cause an opposing ALLIANCE to violate a rule and thus incur PENALTIES. Any rule violations committed by the affected ALLIANCE shall be excused, and no PENALTIES will be assigned.
