Are the Black jag's legal this year?
 
Are the black jags (MDL-BDC24) legal this season. Where is this referenced? and what are the advantages.

Yes they are. see the rule referenced by the previous poster. The primary advantage of a black Jag is as a serial-CAN converter - you either need a black CAN or a separate serial-CAN converter in order to use CAN with the Jags. If you just want to use PWM's, there's no advantage.
