It's called a Maltese cross or Geneva drive

I'm not sure what they are using it for as shown, but I could definitely think think of a use for one with the center crescent shape on the drive removed

Geneva mechanism, very interesting. Are you planning on using this like a ratchet somehow?

This looks very creative and seems to be a really great use of materials. Seems like a lot of thought went into the design! I take it that this is a mechanism that is being used to kick the ball but return and stay put to be sure that it follows the rules, great job!

Its generally called a geneva mechanism (or at least that's what our engineering teacher taught us). A really fun activity with mechanisms like this is making automatas. We do this in our engineering class and it actually helps a ton when it comes time to design the FRC robot.
