So here is the situation we need to ship our bot tomorrow but we need more practice driving with the mecancum wheels. We can only afford to have one set so buying new ones will not be an option. So here's the question:

Will keeping our mecanum wheels count against our withholding allowance or are can they be considered COTS and can be brought to the competition without counting their weight?

Have you modified them in any way, shape, or form?

Then you *should* be able to count them as COTS.
