"unable to connect to the FRC becuase of socket operation on nonsocket connect"

it says "unable to connect to the FRC becuase of socket operation on nonsocket connect" when i go on netbeans 6.9.1 on the updates tab for plugins. I try to download the FRC templates, but that error shows up and does not allow me to download.
