non encrypted copy of rules?

Does anybody have an unencrypted copy of rule? FIRST site still down...
We have been having a rough time here in AZ over the assassination attempt of congresswoman Gabrielle Giffords...

FIRST site seems up and fairly responsive to me. The manual is unencrypted on the FIRST site.

It seems to come and go for me, sometimes things load fast other times it takes a minute or two to load a basic page.
