is there any law forbidding me from using the last year's toughbox model?
 
i wanted to know if we can use the toughbox because its ratio is much higher

Did you modify it for last years robot? If so, then you can't use it. You would have to buy a new one. But yes, you are allowed to use that particular model.

It's COTS. It's under the cost limit. Don't see why not.

The only thing I can think of is if you modified it, but even if you did, you could just order another set from AndyMark.
