How do you hook up the fan correctly on the victor?

Attach the two fan wires to the Power side of the speed controller, this allows the fans to run whenever the robot is turned on.

IFI recommends that you attach the fan leads to the power input on the individual Victor. However, you may parallel all fans and connect to a single 20 circuit branch on the PD if you choose. Wiring directly to the power input has a great benefit. If the Victor is receiving power, then the fan is turning. You don't need to be able to see the LED on the Victor base.
