Can the robot contain at least one simple and small LED?

There is no rule that prevents that.

It would fall under a custom circuit. As long as it there for the purpose it should pass <R03>, if you use a light to signal and someone happens to use the same color in their vision tracking it goes within reason since your intent was not to mess with their tracking that it would pass <R03>

Check out <R03> and <R62> as well as the blue box under <R38>

<R03> Custom circuits and COTS electronics are expressly prohibited if they:
A. Interfere with the operation of other ROBOTS.
That would require an inspector or ref to have it disabled. This year, there is not colored targets as in some games in the past.
