What if we used two more CIM motors (in addition to the ones in this year's kit), however they were saved from previous year kits, and we didn't purchase them? Should we just list the price as $0.00?

No. Per section 4.3.5-C, you need to list them based on the price you would pay if you had to buy them.

Think of costing like this: if you were a rookie with no stock other than the KOP, what would you be paying for each part?

What about something like the cRio or the camera? Those are things that we are expected to re-use. Do I still have to list the prices for each of those?

To my understanding, if they are not from any Kit of Parts they must be marked down. It is contradictory to be marked since the cRIO is over $400.

EDIT: <R18> exempts these items from the cost if they are in a previous KOP or the 2011 Kit of Parts list or in FIRST Choice according to the definition for KIT OF PARTS. In a note it states "For veteran teams, some of these items will be provided by FIRST and some must be either retrieved from previous ROBOTS or purchased separately."

So the definition of KIT OF PARTS contradicts <R21>

"For rookie teams, all of these items will be provided to them by FIRST at the FRC Kickoff. For veteran teams, some of these items will be provided by FIRST and some must be either retrieved from previous ROBOTS or purchased separately. For the purposes of these rules, the 2011 versions of all of the items listed in the 2011 Kit of Parts Checklist will be considered 2011 kit parts regardless of the method of acquisition."

"<R21> Individual COMPONENTS or MECHANISMS retrieved from previous ROBOTS and used on 2011 ROBOTS must have their undepreciated cost included in the 2011 ROBOT cost accounting and applied to the overall cost limits."

So the camera and the cRIO can be excluded I guess. But if I re-use a tan jaguar, a victor, a CIM, a solenoid breakout, or some circuit breakers, then I have to include their cost?

I think only something like the tan jaguar would be in Bill of Material cost since in the 2011 Kit of Parts only black jaguars were provided.

I just posted this to the Q&A:

The instructions in the 2011 Inspection BOM Template include

Any item that was included in the Rookie KOP but not the Veteran KOP should be considered a KOP item and indicated on that tab, including the compressor. If a part was in a previous years' KOP, it's current cost must be accounted for on the non-KOP items tab.
1) The compressor in the Rookie KOP is not the same compressor previously provided to veteran teams. If a veteran team uses a compressor provided by FIRST in a previous year, do we get to claim $0 for the cost, or do we have to purchase the same compressor provided to rookies in order to claim $0 for the cost?

2) Similarly, rookie teams were provided 4 black jaguars in the KOP and veterans were only provided 2. If a veteran team uses a brown jaguar provided by FIRST in a previous year, do we get to claim $0 for the cost, or do we have to purchase a black jaguar in order to claim $0 for the cost?

Do you mean a good example, or the mess we have come up with so far?

Lots of confusion here....part of the problem is that the rules and instructions don't differentiate between previous year KOP items and 2011 KOP items. How do we know where to put the 2009 KOP Axis 206 camera? do we pretend it's a 2011 KOP camera and include it as a KOP item, or do we pretend it's something we just bought? We can't add items or change descriptions on the KOP page, so my guess is we have to add anything that is a different part number, on the non-KOP page. I'm not sure if they should be costed as zero, or some list price we might be able to find somewhere on the interwebs.

I guess we'll do the best we can.

Great answer from the GDC about cost accounting of prior year a KOP compressor, etc. vs. units provided in the rookie KOP:

Is a used compressor considered "3-year equipment" and therefore can be depreciated accordingly? If it seems I'm "lawyering the rules", GDC started it! :D

Seriously, as an inspector, this is not where I would want to go in reviewing a BOM. Perhaps other inspectors would enjoy this, but I'd rather not become an auditor. It's just not what I do...
