New Programmer- How I can wire photosensor

In code you need to use a getDigital.vi found in the IO section of the WPI Robotics Library.
If you are referring to electrical i recommend you search CD because there are numerous threads talking about it

Is this what you are asking for? Sorry, I don't have an image

Brown + (connected to red power connector on PDB)
Blue - (connected to black power connector on PDB)
White to the white wire of a PWM connected to the digital side car
Black nothing

Correct, with a 20 A breaker installed.

NOT correct. The white signal wire goes to a Digital I/O pin on the Digital Sidecar, not to to a PWM pin.
