Is it legal to remove the pin from the Victor motor controller for FRC competitions?

Are you talking about the brake / coast jumper? Or something else?

Read <R55> in full to find the answer to your question.
Quote:

<R55> The control system is designed to allow wireless control of the ROBOTS. The Driver Station software, FirstTouch I/O module, cRIO-FRC, speed controllers, relay modules, radio, and batteries shall not be tampered with, modified, or adjusted in any way (tampering includes drilling, cutting, machining, gluing, rewiring, disassembling, etc.),....
(Emphasis mine)

I would strongly advise against pulling the pin on a victor, since that arms it. Once you throw it and the handle falls off, it's going to explode and fragment in about 7 seconds.
