Neon lights
 
Hello I have Read through the manual and have not found anything against it so would it be legal to have like a neon light on our robot so that it had like a neon underglow just to make our robot look cool and be able to distinguish it from other robots?

I would be concerned about the glass. Underglow is allowed though, and I know our team uses LEDs

Cold cathodes are a relatively common way of putting a bar of light on the robot. Just search "cathode" on CD and find information on them.
Just be careful you don't use too much battery on lights.

Or development time. There was a team last year that had great looking lights - but that's about all that worked on their robot. (Team shall remain anonymous to protect the guilty.)

To pass inspection you will need to convince the inspector that the lights are well protected and if they fail on the field will not leave glass dust on the carpet. Ref simply hate kneeling on broken glass when doing scoring checks.
Your installation must meet all other robot rules with emphasis on electrical.
